Everyones phone company has a different code or system that blocks people. I say just go to the phone company and dont stop till you speak to someone.

My phone company, Bell, has this thing where you type in the number, and a couple digits, and it blocks it, or something. I rarely use the phone, but when there's prank callers or something, my mom just blocks the number.
